How to track Congress stock trades

To track the stock trades members of Congress make, read the periodic transaction reports they file under the STOCK Act: House reports on the Clerk of the House's financial disclosure site, Senate reports on the Senate's electronic financial disclosure (eFD) site. Both are free. A tracker such as VolaIntel reads them for you and links each trade to its report.

Step 1: search the official House and Senate sites

On the House Clerk's financial disclosure reports database, search by a member's last name, the filing year and the state, and open the reports marked as periodic transaction reports. Senate reports are on efdsearch.senate.gov, which asks you to accept its terms before you search. The House site says the reports may not be used for any commercial purpose other than by news and communications media for the general public.

Step 2: read the report

Each trade on a periodic transaction report lists the asset (with its ticker when there is one), the type (purchase, sale or exchange), the trade date, the date the member was notified and the value as a range such as $1,001 - $15,000. The filing date is on the report itself. Some House reports are filed on paper and published as scanned images.

Step 3: allow for the delay

Members have up to 45 days after a trade to report it. In VolaIntel's count of House stock trades filed Aug 31, 2026 to Oct 30, 2026, the median gap was 22 days and 9.5% came after the 45-day deadline. A report tells you what a member did weeks ago, not what they hold today. More in the Congress trading statistics.

Step 4: follow members and stocks in one place

VolaIntel reads every e-filed House report daily and lists each trade with its report: latest Congress trades, trades by member and trades by stock. In the iPhone app you can follow a member or a stock and switch on alerts for Congress trades. To see what copying a member would have returned, use the trade return calculator.

Step 5: check insiders and funds too

Company insiders report on SEC Form 4 within two business days, and large funds on Form 13F within 45 days after each quarter, both on SEC EDGAR. VolaIntel puts them next to Congress: insider trades, fund holdings.
